Bailout vs Stimulus

Who "picks" these names for some of the most dubious spent/to be spent money in our history- Bailout and Stimulus? Was it former president Bush and president Obama's respective teams, or does some editor of all chief editors decide what the world's press is going to use?

Bailout vs Stimulus

Bailout: (Bush) has negative meaning associated with it
whereas
Stimulus: (Obama) has positive value automatically assigned to it

Who makes-up these terms? If the press, then I am appalled. If it is their respective US administrations, then it perhaps tells us something else: Who is the better marketeers?
I am curious- just as we all are in where those TARP funds actually went to. (Bonuses and Stock market losses anyone?)

Yet, call it what you like, it is all the same- handouts to the wealthy and rich. It is like throwing water on an oil fire- don't they see the flare up?

Maybe they should watch and read Peter Schiff more. Or at least stop and think, hmmm, we have the FDIC and bankruptcy for a reason. Which in the end, may be exactly where even the huge banks end up... Warning: Megabanks could fail despite federal aid.

In this article here we read president Obama warning us of "a catastrophe" if the so-called economic stimulus package is not passed and quickly by congress. Will there _not_ be one if he does pass this "stimulus" package?

Makes me wonder...
